[Open data] Automate weekly ISF and commitment discount eligibility refresh with agentic workflows #2401
As a FinOps toolkit maintainer, I need the weekly instance size flexibility (ISF) and commitment discount eligibility refreshes to run without manual steps in order to keep the open data current without someone opening each PR by hand.
⚠️ Problem
Two scheduled workflows (opendata-instance-size-flexibility.yml, opendata-commitment-eligibility.yml) run every Monday at 06:00 UTC on dev. When data changes they push a branch and print a "create PR" link, because GitHub Actions can't open pull requests in this org. A maintainer must open each PR. The release copies of the files are static and only update with each release.
💎 Solution
Try automating both refreshes with GitHub Agentic Workflows (gh-aw; the repo's current name for the Copilot-powered agent workflows, see #2357): a workflow runs the existing fetch script and opens a draft PR against dev through safe outputs, with guards on the allowed files. Keep the current workflows until the trial works. Check early whether the org's PR restriction applies to gh-aw safe outputs, and whether the ISF Azure sign-in (OIDC) and the ~44-minute commitment run fit.
📋 Tasks
Trial one dataset (ISF) with a gh-aw workflow that opens a draft PR
Extend to commitment discount eligibility
Retire the manual "create PR" step, or document why it stays
✅ Acceptance
Weekly changes arrive as a draft PR with no maintainer action to create it.
Or the issue records why it can't be automated yet.
