The tests-monad release fills runloop_tests next to blockchain_tests in one pass; replaces --monad-runloop.
With this we do not need to make separate releases for regular test consumption and for runloop consumption. This is at the expense of some added pytest plumbing and longer release times (can be optimized if ever necessary).
