Don't render locale for markup links in questions/answers

Currently, we hard-code the question locale in markup links ([[Article Title]]) in questions and answers. Let's consider not doing so.

If we stop hard-coding the locale, links with localized article names will no longer work consistently; however, we will allow users to see articles in their language when English names are used (which, IMO, is an intended use of this). The latter seems to be much more important, and it's not cool at all that we are now forcing users to English content.

FWIW rendering the link text as the localized title of the article OTOH should be retained — so this fixes locales that default to enUS, but doesn't degrade the link context/content of locales where the article linking currently works as expected.
