Compact one-line usage cards and Global reset radar

Summary

• Overview cards: header on one line; each meter on one line (name, bar, used %, short countdown). A pace tick marks where an even pace would be by now (5-hour, daily, weekly and monthly windows). Rows stack to three lines at font scale ≥ 1.3. Plan end shows on the card only within 7 days.
• Global reset radar (Codex details): one section replaces forecast / events / status. The 24h chance appears first with a word band (low <15%, possible 15–39%, high ≥40%), followed by the 48h chance, confidence dots, a Now/24h/48h strip marking the user's own weekly reset, a 30-day confirmed/signal row and the average interval between resets. Source credit, freshness and errors are shown once; history and incidents expand inline. Off state: short explanation + Turn on (same consent dialog).
• Overview chip: Codex cards show Global reset N% / Global reset signal only after opt-in, with fresh data, at 15%+. Same poll gates and cache; it does not affect account status or alerts.
• The data layer, consent and request gating are unchanged. Docs updated in docs/codex-reset.md.

Testing

• npx tsc --noEmit, npx expo lint, npx jest: 409 tests pass (new tests: compact row at normal and large font, pace fraction, probability bands, 30-day marks, average interval, chip visibility).
• Not yet checked on a device: small screens, large fonts, dark mode.
