Update development lifecycle materials

prototype -> ndip-test, developer is responsible for updating XML, we are responsible for special job config on request
main -> ndip, developer opens a ticket and we are responsible for updating XML and job config

dev -> ndip-dev becomes exclusively for the core NDIP team.
