Finishes P7-CI-48 on top of #543.

• New pages in guides/ci: Getting-Started, Architecture, Configuration-and-Policy, Migration, Troubleshooting. Evidence-and-Machine-Output gains its authored sections (the generated fields region is untouched).
• New workflow doc-commands.yml: builds the plugin from the checkout, runs every bash block of every guides/ci page in a clean fixture, then runs refgen -check. Actions pinned by SHA, contents: read only, no event payload interpolation.
• Nself-CI-Adoption.md is removed; its content is folded into Migration. Home.md links the new pages. Sidebar regenerated by refgen.

Checked locally: check-doc-commands.sh over all guides/ci pages exits 0; refgen -check exits 0; no wiki page links to Nself-CI-Adoption; the allowed-pages ls check is clean against the widened regex (hq PR 28); actionlint 1.7.12 clean on the workflow.

Not merged. The ticket diff-name scope line does not list .github/wiki/Home.md, which had to change to drop the dead link.
