P7-NODE-17, write-load leg only.

TestWriteLoad (integration tag): 50 leases renewed every 10 s plus 20 signed webhooks/s for 10 minutes against one state.db; asserts zero 503s, only 202s and zero failed renewals; records store.write_p99_ms per 10 s window.
perf_test.go now writes a document perfbench check accepts (n, scenario, sha, goos, goarch, runs, injected).
perf-budget.json: store.write_p99_ms ceiling 208 ms (measured p95 138.3 ms on mm4 x 1.5, one run on a loaded host).
Not in this PR: TestScenario2/3, the drill wrapper and ci-node-scenarios.yml do not exist; they need Docker, netem and qemu and could not be measured on mm4.
