The Swift and Kotlin workflows now name the GitHub Release "Onde Inference SDK v<tag>". The tag stays bare semver; only the display name gets the v. The docs that quote the title are updated. release-notes.py also stops saying "See the pull requests below" in the Rust section when the Pull requests section is empty. It now checks for pull requests before choosing the sentence. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

This change updates the release title for Onde Inference SDK releases to the format Onde Inference SDK v<tag>, ensuring consistency across Swift and Kotlin workflows and documentation. The new title is reflected in AGENTS.md, the sdk-releases skill, and both GitHub Actions workflows. Additionally, a bug in scripts/release-notes.py is fixed: the Rust changelog section now only says 'See the pull requests below' if there are actual pull requests, otherwise it states 'No changelog entry.' This prevents misleading output in release notes when no PRs exist. All changes are tightly scoped and align documentation, automation, and output with the new release naming convention and improved changelog logic.

Releases are now titled
Onde Inference SDK v<tag>(for exampleOnde Inference SDK v1.3.6). The git tag stays bare semver. Both release workflows set the name, so the Swift and Kotlin runs agree on the title.AGENTS.mdand thesdk-releasesskill quote the new title.scripts/release-notes.pyhad a small bug in the Rust section. With no Rust changelog entry it always said "See the pull requests below", even when the Pull requests section was empty. That showed up for 1.1.4 and 1.2.1 to 1.2.4. The sentence is now only used when there are pull requests, and otherwise the section says "No changelog entry."
