Description

Add a helper that exports oldest/latest tox dependencies through uv pip compile, with tests and usage documentation. Package metadata and the existing tox configuration remain the dependency sources.

Refs #418. This is an initial step: checked-in locks and migration of the test matrix are separate work.

Cloud validation passed on Python 3.10 and 3.14:

• Five unit tests per Python version: python -m unittest discover -s scripts/tests -v.
• Ruff lint and format checks on both new Python files.
