docs: manual contribution refunds and Alipay date-of-birth requirement - #27

Document the updated refund flow for manual contributions and added funds (opencollective-frontend#12349), where Fiscal Host admins mark contributions as refunded with an off-platform confirmation. Also document the date-of-birth field required for Chinese Alipay payout methods via Wise (opencollective-frontend#12351). Co-authored-by: Benjamin Piouffle <Betree@users.noreply.github.com>
