feat(data): read GeoTIFFs made on request in place from addresses without a file name - #1052
Add Data From URL took a GeoTIFF to be one only by a .tif/.tiff extension, so an API answering with a cloud-optimised GeoTIFF at an address like Vantor's …/ortho-with-overviews/geotiff?… was downloaded whole instead of read by range; a 64 GB strip never landed.
An address whose last path segment has no extension is probed as a GeoTIFF (its first bytes), in the app and in layer.addUrl; anything else is downloaded as before. The app passes "cog": true to layer.addUrl once its probe has found one.
Such an address is asked for its headers first (HEAD). A server announcing X-TIFF-Header-Length (Vantor's Transform API) has the header read in one request; a JSON, text, HTML or XML Content-Type skips the GeoTIFF read. Addresses named .tif aren't asked, so ordinary COGs make no extra request.
The web app makes the HEAD through fetch, and sees the length only where the server sends Access-Control-Expose-Headers: X-TIFF-Header-Length; otherwise it reads the first 64 KiB as before.
For reviewers
An address without a file name now costs a HEAD and a 64 KiB range read before it is downloaded (unless its Content-Type says JSON, text, HTML or XML). Existing tests' local servers allow those extra requests.
A HEAD isn't sent for a request signed for S3 (its signature is for a GET); such an address is read as before.
New tests: an unnamed COG read in place (engine and app smoke), the announced length read in one request, an unusable length, a named .tif not asked, and a JSON answer downloaded.
Checked by hand against a real Vantor Transform address (a 64 GB BigTIFF announcing a 5.2 MB header): added in place and drawn, from the CLI and the desktop app (headless).
Not checked locally: the wasm32 link (Apple clang can't build the Zstandard C code); CI's web build covers it.
…hout a file name
Add Data From URL took a GeoTIFF to be one only by a .tif or .tiff extension, so an API
answering with a cloud-optimised GeoTIFF at an address like Vantor's
`.../ortho-with-overviews/geotiff?...` was downloaded whole instead of read by range; a
64 GB strip never landed.
- An address whose last path segment has no extension is probed as a GeoTIFF (its first
bytes), in the app and in layer.addUrl; anything that isn't one is downloaded as before.
The app passes "cog": true to layer.addUrl once its probe has found one.
- Such an address is asked for its headers first (HEAD): a server announcing
X-TIFF-Header-Length (Vantor's Transform API) has the header read in one request, and a
Content-Type of JSON, text, HTML or XML skips the GeoTIFF read. Addresses named .tif
aren't asked. The web app makes the HEAD through fetch, seeing the length only where the
server exposes it to pages (Access-Control-Expose-Headers).
- Tests: an unnamed COG read in place (engine and app), the announced length read in one
request, an unusable length, a named .tif not asked, and a JSON answer downloaded.
Existing tests' local servers allow the extra requests an unnamed address now makes.

Walkthrough
The change adds HEAD-based TIFF header discovery and uses it to probe unnamed URLs for cloud-optimized GeoTIFFs. The engine and UI route successful probes to in-place COG reading. Failed probes for unnamed URLs can use whole-resource downloads.

Summary
HEAD request support crates/tiles/src/cache.rs, apps/rustgis-web/src/web.rs
The tile cache adds a HEAD API with native and WebAssembly implementations. The web app registers a browser requester that returns TIFF header length, content type, and byte-range support.
COG loading uses TIFF filename extensions directly. For other URLs, it checks HEAD metadata and uses a valid announced header length to size the initial read. Tests cover header parsing, content types, and HEAD responses.
The engine and UI probe qualifying unnamed URLs. Successful probes are added as COGs; failed probes for unnamed URLs can fall back to whole-resource downloads. Tests cover routing, request counts, and clearing pending probes when a project opens.

Clear pending URL probes when a project replaces the current one.
A project replacement does not clear ui.cog_probes. A probe for an unnamed address that finishes after the replacement calls layer.addUrl in the new project, so its tile layer appears there.

crates/ui-egui/src/lib.rs:2339-2340 🎯 Functional Correctness | 🟡 Minor | 💤 Low value
Treat "as": null as absent when probing unnamed URLs.
The new unnamed-URL probe in ui.addUrl tests p.get("as").is_none(). An explicit "as": null fails that test, so the probe is skipped. The engine treats null as absent. The UI then downloads a COG at an extensionless address as a whole raster, instead of reading it in place. Use the same null-tolerant check as as_scan.

Review comment at @crates/ui-egui/src/lib.rs around lines 2339 - 2340:
Update the unnamed-URL probe in ui.addUrl to treat an explicit null “as” value
the same as a missing value, matching the null-tolerant check used by as_scan.
Make the cog: true case fail when the flag is ignored.
For this unnamed URL, add_url probes the address whether or not cog is set. The "Probed" step follows the same route as the earlier "Ortho" step, so the test still passes with the cog check removed. Add a case where the flag changes the outcome. For example, make the probe fail: with cog: true the probe error is returned, and without it the address is downloaded.
Scope note
The wasm32 branch that trusts cog without probing is not compiled in native tests, so this change does not cover it.

Update the `layer.addUrl` test so the `cog: true` case produces a distinct

probe error is returned, while the same URL without `cog` proceeds to download.
Avoid reusing the successful probe path shared with the earlier “Ortho” step.
Add a browser-target test for the HEAD registration.
The browser set_header hook at apps/rustgis-web/src/web.rs:847-849 has no test. If it is removed, cog.rs reads the default first 64 KiB instead of the announced 8 KiB range. The native smoke test cannot run this wasm-only code, and the repository has no wasm_bindgen_test setup.

⚠️Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
Browser HEAD awaits fetch directly, whereas the supplied browser GET helper uses unless_stalled with an abort deadline. A HEAD promise that never settles can keep COG probing pending indefinitely.
The URL is neither added in place nor passed to the whole-download fallback, and its HEAD remains counted in flight.
This can occur when: The browser starts HEAD for an unnamed URL and the connection stalls without resolving or rejecting the fetch promise.

⚠️Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
Native head_with sends prepared S3 headers but omits the Earthdata and ArcGIS authorization that the supplied GET path adds at each hop. A protected endpoint may therefore withhold its TIFF header announcement from HEAD even though its ranged GET is authorized.
COG discovery falls back to the default header read and may require additional range requests instead of using the announced length.
This can occur when: An extensionless GeoTIFF endpoint requires an Earthdata or ArcGIS token for HEAD and announces a header longer than the default 64 KiB when authorized.

⚠️Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
Browser HEAD does not renew or append the ArcGIS token as the supplied fetch_bytes GET path does. A protected ArcGIS TIFF endpoint may answer HEAD without the metadata needed for the optimized first read.
The COG probe uses the default 64 KiB read and may make extra ranged requests despite the endpoint advertising its TIFF header length to authorized requests.
This can occur when: An unnamed ArcGIS endpoint needs its current sign-in token for HEAD, especially when renewal is due.

- layer.addUrl: "cog": true now holds for an address with a FlatGeobuf or GeoParquet name,
as its parameter doc says, instead of the vector reader refusing it first.
- A HEAD answer saying JSON, text, HTML or XML skips the GeoTIFF read only when the server
doesn't say it answers ranges (Accept-Ranges: bytes) and announced no header length, so a
mislabelled COG on a range-serving server is still read in place.
- Native HEAD requests are capped at 8 under way on one shared agent; past that a file is read
without asking (the usual first 64 KiB).
- Add Data From URL: probes under way when another project opens are dropped, so their layers
never land in the new project; "as": null is treated as no "as".
- Tests for each: a GeoTIFF at a .fgb name with and without "cog", a mislabelled COG read in
place, Accept-Ranges parsing, "as": null probed, and a probe dropped by project.new.

Assert that the as: null probe adds its tile.
The as: null case checks only that the probe is queued and not downloaded. The test never waits for that probe to finish. A regression that drops a successful as: null probe result would still pass.
Wait for the Null probe to land before the project switch. Then assert the tile and its URL. Keep the cancellation check on a separate probe. A probe that finishes before project.new no longer tests cancellation.
The test server answers every request, whatever the query, so &n=2 needs no setup.
