fix(models): a model from a file has each step checked with its tool (#1043) - #1072
A model from a file (an opened project or an imported tool) may not touch files. For a model saved as steps, run_steps checked each step with touches_files("gp.run", &st.params), the step's parameters alone, so the checks in touches_files that need the tool never ran:
A tool that writes a file without naming it got through: vectorToPmtiles with no output writes <layer name>.pmtiles natively.
A built-in tool's step that only names its output layer ("output": "Near cities") was refused, since layer_name_left_out leaves the name out only in the {"tool", "params"} shape.
Each step is now checked as the gp.run it is, {"tool": st.tool, "params": st.params}, as ModelBuilder's graphs already are (model.rs). Tasks and notebooks already pass that shape.
an imported model whose vectorToPmtiles step has no output is refused, and nothing is exported; the same model made in the session runs;
an imported model whose buffer step names its output layer runs;
an output that is a path stays refused.
It fails on main at the first refusal.
Not changed here
Whether a native run of vectorToPmtiles with an empty output should write to the working directory at all (the issue's second question).
touches_files asks a tool whether it writes files (gp::writes_files) but not whether it reads them (gp::reads_files, which plugins.rs already checks). A GeoLibre tool's path parameter named by its own key with a bare file name could still be read by a step from a file. That applies to tasks, models and notebooks alike, so it would be a follow-up of its own.

Bug Fixes
Imported workflows now correctly check each step’s tool and settings before running. Steps that attempt filesystem access are refused, while steps that use non-file outputs can run normally.

run_steps passed a step's params alone to touches_files, so the checks that
need the tool never ran: a tool that writes a file without naming it
(vectorToPmtiles with no output) got through, and a built-in tool's step
naming only its output layer was refused. Each step is now checked as the
gp.run it is, as ModelBuilder's graphs already are.
Untrusted model steps are now checked for file access using both the tool ID and parameters. Tests cover refusal of file-writing steps and acceptance of a buffer step with a layer-name output.

Imported models now receive tool-aware file-write checks before execution. No merge-blocking regression is established; later-step test coverage is recommended, while the existing plugin file-read gap remains a separate follow-up.

Explanation
The change satisfies issue #1043. run_steps now passes each step as {"tool": st.tool, "params": st.params} to touches_files. The added engine test verifies refusal of an imported vectorToPmtiles step without output, no export before refusal, acceptance of an in-session model, acceptance of a buffer output layer name, and refusal of a filesystem path.

The change is correct as far as I can trace. I found no bugs, security problems, or guideline violations in the changed lines, and I did not post inline comments because nothing on those lines warranted one.
Bugs
None found (confidence ~85%). run_steps now passes each step as {"tool": st.tool, "params": st.params}, the same shape model.rs already uses for graphs. That makes touches_files see the tool's writes-files check and the params.output handling. The vectorToPmtiles bypass is closed. The buffer-to-named-layer case works because layer_name_left_out only drops output for built-in, non-writing tools with a plain name. The test should fail on main at its first assertion, as the description says.
Security
None introduced (confidence ~80%). The %n substitution still runs after the check, but it only inserts earlier steps' output layer names. Those names can only be file paths if a step wrote a file, and such steps are refused. The reads-files gap is already disclosed in the PR description as a follow-up, and this diff does not widen it.
Performance
None of note (confidence ~95%). Each step's parameters are cloned once per run to build the wrapper. That is negligible next to running the tool.
Quality
Low: plain() in items.rs rejects any name containing ., so an imported model step naming a built-in output like Roads v1.2 is still refused. That is over-refusal in pre-existing code, not a defect here (confidence ~70%).
Low: the test covers the three outcomes the description lists. It has no direct case for a non-built-in tool with a plain output name. The KEYS check still refuses that case, so I would not block on it (confidence ~60%).
AGENTS.md
Compliant (confidence ~90%). No unwrap, expect or panic is added to non-test code, and the test's unwrap calls match the rest of tests.rs. The regression test exists, as the "every crash fix gets a regression test" rule asks. No strings, dependencies or wasm-facing code changed.
Change size
Compared: the whole PR against main (merge base 171b944 to PR head 0b26ed9).
Flag plugin file parameters in untrusted model steps.
In a model from a file, run_steps checks each step with touches_files. That check does not flag a plugin tool whose file parameter has a name outside KEYS and a bare filename value. The step then reaches read_file, which opens the named file and sends its bytes to the plugin. This defect predates the change. Also flag tools where gp::reads_files is true, as well as tools that write files.
Scope of the fix
The touches_files branch for gp.run should also detect a tool whose spec has a ParamKind::Path parameter. Other callers of touches_files were not inspected, so no diff is proposed.
Note: this behaviour predates this PR (already present at merge base 171b944f620f); the change keeps it reachable.

Update the `touches_files` check for `gp.run` in `run_steps` to inspect each
tool’s specification as well as its parameters. Flag steps using tools with a
`ParamKind::Path` parameter, `gp::reads_files` enabled, or file-writing
behavior, including bare filenames under parameter names outside `KEYS`.
Add a later file-writing step to the imported-model test.
The one-step fixture cannot detect an implementation that checks only the first step. Add a safe first step and assert that a later vectorToPmtiles step is refused.
