Users need to append features from several vector layers before analysis without installing a GeoLibre runner. Add a native Merge tool (gp.run, tool merge) under Data Management › General, using the existing multi-layer tool form.
Append point, line or polygon layers of the same geometry type, honoring each layer's selection and reading complete streamed sources when no selection is present. Desktop inputs can also name local vector files; browser inputs use loaded layers.
Preserve geometry, parts and holes. Optionally union attributes: matching names (case-insensitive) and types share a field; conflicting types keep separate uniquely named fields, with no value conversion. Missing values are null and output feature ids are reassigned.
Keep sources unchanged, support normal undo/history, and retain direct-file import warnings. Use the existing file-access checks for file-capable tool inputs.
No dependencies, data-model or project-format changes. Documentation and roadmap/parity entries are updated. Kernel density is separate work (#1063).
Testing
cargo xtask ci — passed (2,667 tests passed, 18 ignored; fmt, Clippy and layer checks passed).
uvx pre-commit run --all-files — passed.
cargo build --locked --target wasm32-unknown-unknown -p rustgis-web — passed (Clang 18 for the Zstandard dependency).
Headless ui_shot — inspected the input form and the completed result after clicking Run.
Regression coverage includes schema collisions and integer precision, selections, geometry-only output, multipart lines/polygon holes, invalid parameters and geometry types, complete streamed/file inputs, undo, file-access classification, and import warnings.
UI evidence
The existing tool pane selects Cities and Observations. Clicking its Run button produces 245 features from 2 layers, with both sources retained.
Added a Merge tool to combine vector layers with matching geometry types. It uses selected features when available, can combine compatible attributes, and preserves multipart geometries and holes.
Desktop users can also merge layers from local vector files. The merged layer can be undone without changing the source layers.
Documentation
Added Merge to the geoprocessing guide, including details on selections, attributes, file inputs, and output coordinate systems.
Adds a Merge analysis tool for compatible vector layers. The tool supports selections, optional attribute merging, and local file inputs on native builds. It copies geometries into a new layer and reports import warnings on successful runs.

Merge is mergeable with bounded follow-up: failed runs retain the error but lose import warnings that explain skipped features. Retaining those warnings and adding focused attribute regression tests would improve diagnostics and confidence.

Explanation
Directly linked issue #1061 is open, so its coding requirements apply. Its requirements are:
Merge (append) vectors from N layers, with an option to preserve or exclude attributes. Implemented by the new merge tool in crates/analysis/src/merge.rs (run). It takes an ordered layer list via layer_list in crates/analysis/src/lib.rs, and an attributes boolean. When attributes is false, the output has no fields. Test coverage: crates/analysis/tests/merge.rs, and engine tests in crates/engine/src/tests.rs.
When attributes are preserved and differ, combine them. Implemented in merge.rs. Fields match case-insensitively by name and exactly by type, and a match is not reused within one input. Conflicting types receive separate uniquely named fields through tools::unique_field. Missing values are null. Test coverage: schema collision tests in crates/analysis/tests/merge.rs.
Copy-and-paste between layers during editing, with the target layer's attributes preserved. This behavior already exists at the reviewed head in crates/engine/src/cmd/clipboard.rs. edit.copy and edit.paste copy features between layers. paste maps only the target layer's fields by name and leaves other target fields null. This PR does not change that file, and the existing code meets the requirement. Related pull requests were not used as evidence.
The PR description and objectives state that the merge tool work is the scope of this PR. The objectives note that editing copy-and-paste is not described as implemented here. Requirement 3 is met by existing code at the reviewed head, so no new implementation is needed. The issue's creating-a-layer-from-selection item is an alternative, not a requirement.
The summary of merge.rs was checked against the source at the reviewed head. It is consistent with the summary.
Full details: Out of Scope Changes check
Explanation
Changes in the whole-PR diff, from merge base faba969 to head 1c6c827, were checked against the PR objective. All changes connect to the merge tool or its documentation:
crates/analysis/src/merge.rs, crates/analysis/src/lib.rs (layer_list), and crates/analysis/src/tools.rs (TOOLS entry; try_clone_value and unique_field made pub(crate)): core implementation. The visibility changes are needed for merge.rs to reuse helpers.
crates/engine/src/cmd/gp.rs: import-warning messages and native loading of file-path layer lists for VectorLayers parameters. reads_files now treats VectorLayers as a file read. These support the file-capable merge inputs and the file-access checks named in the PR. The exact-key lookup before the lowercase key is a small change that supports named layer lookup for merge inputs.
crates/engine/src/cmd/plugins.rs: reaches resolves the tool through gp::tool_id. This supports gp.run file-access classification for the new tool.
Tests in crates/analysis/tests/merge.rs and crates/engine/src/tests.rs: cover the new behavior.
docs/user-guide/analysis.md, ROADMAP.md, and GEOLIBRE_PARITY.md: document the new tool and update roadmap and parity entries. These are named in the PR description.
No kernel density (#1063) or unrelated feature changes were found in the summary. The summary does not list changes to the clipboard, data model, or project format. Dependencies are not changed according to the PR description.
One residual uncertainty: the reads_files change applies to every tool with a VectorLayers parameter, not only merge. The summary does not list other tools that use that parameter kind. This does not show unrelated change, because the PR description covers file-access checks for file-capable tool inputs.

Bug (latent, confidence: high on the mechanics, low on current impact).unwrap_or(&Value::Null) makes layer_list fail for an absent parameter. An optional VectorLayers parameter that the user leaves out would therefore fail before the tool's own validation runs. Merge's inputs is required, so nothing trips today, but any future native or plugin tool with an optional multi-layer input will. Skipping absent parameters keeps the required check in run() as the only error path:
Suggested change

for name in params.get(parameter.name).map_or(Ok(Vec::new()), rustgis_analysis::layer_list)? {

Quality (confidence: medium). Any non-layer name is now read as a file before the tool validates its parameters. A typo such as Citeis therefore surfaces as an I/O error (Citeis: No such file or directory) rather than "no layer named". The file is also read even when a later parameter is invalid. A clearer message for the native path would help:

Quality (nit). The let / #[cfg] / shadowing sequence is hard to follow. The mut only matters on native, so the same effect is clearer with a targeted lint allowance on the two bindings:

Quality (nit).0..if … { … } else { 0..0 } chained after the selection is correct, but the "selection or everything" rule is written in two places (the count above and this loop) and is hard to read. A single helper that yields the rows for a layer would make the count and the copy agree by construction. Not a correctness problem as written.
I read the full diff, the base-branch AGENTS.md, and the surrounding code in gp.rs, lib.rs, plugins.rs, data/lib.rs and ROADMAP. The core merge logic looks correct, and I found no crash paths. Non-test code has no unwrap, expect or panic, and file reads stay behind the wasm32 cfg. The findings below are mostly about edge behaviour and readability.
Bugs
Latent: map_inputs runs layer_list(... unwrap_or(&Value::Null))? for every VectorLayers parameter. An omitted optional multi-layer parameter fails before the tool's own validation. Merge's inputs is required, so nothing trips today. Any future native or plugin tool with an optional list will. Inline comment posted on gp.rs:511. Confidence: high on the mechanics, low on current impact.
Security
No new issue found. Reading named files is gated by reaches, which now returns Reach::Files for VectorLayers too. That gate is conservative, since it also prompts for layer-only merges. Confidence: high.
Performance
No significant issue. Per-feature allocation is fallible and bounded, and geometry copies are needed because sources must stay unchanged.
Quality
Typos in layer names now surface as I/O errors (Citeis: No such file…), and files are read before parameter validation. Inline comment on gp.rs:513. Confidence: medium.
The let / #[cfg] / shadowing sequence in map_inputs is hard to follow. Inline comment on gp.rs:502-507 with a cfg_attr alternative. Nit.
The "selection or all rows" rule is written twice in merge.rs (count and copy loop). Inline comment on merge.rs:57. Nit.
Behaviour change beyond merge: layer_names and reads_files now cover every tool with a VectorLayers parameter, including GeoLibre and plugin tools. Those tools now get complete streamed loads for their vector lists, and no test covers it. Please confirm this is intended. Confidence: medium.
layer_list splits on ; and trims names, so file paths containing ; or leading or trailing spaces cannot be expressed. Nit, low.
Test hygiene: merge_keeps_import_warnings_from_direct_file_inputs removes its temp file only after its assertions, so a failure leaks it. Nit.
GEOLIBRE_PARITY.md line 13 is over 110 characters, so it does not match the wrapping elsewhere. Nit.
AGENTS.md
Compliant on: no unwrap/panic in non-test code, the new tool is covered by the hostile-params harness through TOOLS, wasm build paths are cfg-gated, no new dependencies, docs and ROADMAP updated, and no tl! needed in the analysis crate (it has none).
Not verified here: cargo xtask ci and the wasm build. The PR reports both passing, and I could not re-run them without Bash.

Keep import warnings in failed Merge runs.
When Merge fails after a local file import, apply records only the error. The import warnings from map_inputs are dropped, so the failed run's history cannot show which features were skipped.
Suggested direction
apply must receive the import messages for its Err branch. Then the Err record can keep them, as the write-failure path at gp.rs:969-977 already does for result.messages. The change touches the apply signature and its callers, so it needs a separate edit. A one-line diff is not safe here.

Pin the case-variant split within one source.
The schema tests never give one source two same-type fields that differ only by case. In Merge, !mapping.contains(&i) is the only check that keeps such fields in separate columns. A change that removes it would not fail the suite. Add a case with Name and name in one source, and assert that each keeps its own column and value.
The test does not need to choose which column a later case-variant match uses. The matching rule is case-insensitive, and the documentation does not rank matching columns.

Add a test near the existing merge tests that gives one source two same-type
fields named Name and name with distinct values. Assert that the output retains
two separate columns and preserves each value; avoid asserting which column a
later case-insensitive match selects.
Add a merge test for attributes on a selected row.
No Merge test checks output attributes for a non-initial selected row. The selection test disables attributes, and the attribute test has no selection. A copy that reads row 0 instead of the selected row would pass both. Add a case with attributes enabled, a selection such as [2] on a layer with distinct values per row, and assert that the output attributes match that row.
