docs: add a security policy, code-origin rules and a Never silent rule - #1140
Five pieces of project text that are written down nowhere in the repo today. Each one is plain policy, with no code change.
Later commits also ask security reporters to leave out real passwords, keys and private data.
SECURITY.md. Private vulnerability reporting is now turned on for the repo, but nothing tells a reporter to use it. This file points there, lists what counts as a security problem (escaping the plugin sandbox, getting past the MCP token, an Assistant action that skipped approval, leaked credentials, crafted files, the web app, releases) and what doesn't (crashes from malformed input, unsandboxed Python plugins, actions a user approved). It doesn't commit the project to response times.
AI-assisted contributions (CONTRIBUTING.md). The policy from AI policy for the RustGIS Project #203 moves into the repo: AI-written code is welcome and judged on quality. It adds that whoever opens the PR is responsible for it: they've read it, checked the result themselves and stand behind what the description says.
Where code comes from (CONTRIBUTING.md, plus a short bullet in AGENTS.md). RustGIS is Apache-2.0, so nobody should copy GPL, LGPL or other copyleft GIS code, or have an AI translate it into Rust. Implementing a published algorithm is fine, and a PR names any project whose code it followed. The AGENTS.md bullet is there because that file is what most contributors' agents read.
Never silent (three bullets in AGENTS.md, next to Never crash and the same length, and docs/architecture.md). If a reader, writer or tool loses or approximates something, it says so through a notice. The existing channels are enough: Session::notify, reader notes and ToolResult::messages already reach the app, the CLI and Python's take_notices. The section also asks for a count rather than one notice per feature, and a test on both sides. It defines no new API.
Pure Rust (docs/architecture.md). A short section giving the exact meaning: you don't need GDAL, PROJ or anything else installed (GDAL, DuckDB and the geolibre program are optional extras the desktop app calls when present), but five dependencies compile C into the build (Zstandard on desktop and web; SQLite, the TLS crypto and GeographicLib's geodesic routines on desktop only). The source-build note in installation.md now points there instead of listing two of them. It's better we say so before someone else points it out. The tagline is unchanged.
The Never silent section is the one most likely to need discussion. It only covers new code and existing silent losses are treated as ordinary bugs, the same way Never crash was introduced. Some current examples: Z values and GeometryCollection members dropped on export, Shapefile field names cut to 10 characters, and a NAD27 file exported as EPSG:4326 when the only warning went to stderr.
Testing
Markdown-only, so I skipped cargo xtask ci. I ran zensical build --strict (no issues) and pre-commit run on the changed files with cargo-fmt and cargo-clippy skipped. I checked the claims against the code: where notices go, every SECURITY.md promise and its doc anchor, and the C crates with cargo tree -e build, normal for the desktop and wasm32-unknown-unknown targets.
Related issue
Moves the policy from discussion #203 into the repo.
Added guidance for privately reporting security issues, including requested report details, response and disclosure expectations, supported versions, and issues better suited to the regular tracker.
Clarified that data loss or approximation must be reported with what was affected, how much, and where; unusable results are errors. Guidance also calls for tests covering lossy and clean inputs.
Documented that the engine and apps run without installed GIS libraries, and clarified compiler requirements for source builds.
Expanded contribution guidance on reviewing AI-assisted changes, code provenance, licensing, and citations. Contributions must not copy or translate copyleft code, and referenced projects must be identified.
- SECURITY.md: report privately through GitHub's private vulnerability
reporting; what counts as a security problem and what doesn't.
- CONTRIBUTING.md: the AI policy from opengeos#203, the contributor's
responsibility for a pull request, and where code may come from
(no copying or translating copyleft code; cite algorithms; name code
you followed). AGENTS.md carries the code-origin rule for agents.
- AGENTS.md and docs/architecture.md: Never silent. A reader, writer or
tool that loses or approximates something says so through the
existing notices, with a count and a test.
- docs/architecture.md: what "pure Rust" means, listing the dependencies
that compile C; docs/installation.md points there.

It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The changes add repository guidance for data-loss reporting, AI-assisted contributions, code provenance, and vulnerability reporting. Architecture and installation documentation also describe the project’s Pure Rust definition and source-build requirements.
Changes: Repository guidance
Layer / File(s)
Summary
Loss reporting and build guidance AGENTS.md, docs/architecture.md, docs/installation.md
Guidance defines notices for data loss, errors for unusable results, the Pure Rust definition, and source-build compiler requirements.
Contribution and code provenance AGENTS.md, CONTRIBUTING.md
Guidance assigns authors responsibility for understanding and checking AI-assisted changes. It defines code provenance requirements, restrictions on copying or translating copyleft code, and citation and disclosure rules.
Security reporting policy SECURITY.md
The policy defines private vulnerability reporting, requested report details, supported-version guidance, security issue categories, and examples directed to the ordinary issue tracker.
opengeos/RustGIS#880: Adds a general rule to report lost or approximated data, but does not implement PMTiles export reporting.
opengeos/RustGIS#962: Adds a general information-loss rule, but does not change GeoLibre import behavior.
opengeos/RustGIS#1041: Adds a general rule for writers, but does not implement GeoPackage source-table editing.
opengeos/RustGIS#882: Adds a general information-loss rule, but does not change QGIS import behavior.

This PR is docs only: a new SECURITY.md plus policy text in AGENTS.md, CONTRIBUTING.md, docs/architecture.md and docs/installation.md. I found no correctness or security defects in the text.
I checked these claims against the repo and they hold:
Session::notify (crates/engine/src/lib.rs:1360), ToolResult.messages (crates/analysis/src/lib.rs) and Python's take_notices all exist.
The C-dependency list is right: zstd is used by data/parquet/tiff, rusqlite is desktop-only, ring and aws-lc come through rustls/ureq on desktop, and proj4rs-geodesic depends on cc in Cargo.lock.
Every link resolves: docs/plugins.md#safety, docs/mcp.md, docs/privacy.md, CONTRIBUTING.md#where-code-comes-from, ATTRIBUTION.md.
The terms SECURITY.md relies on exist: "Not sandboxed", the registry blocklist, "Let your Agents Control RustGIS", "Approve agents' actions without asking", and --yes.
Bugs: none found.
Security: none found. The policy adds no code, and the reporting path is private.
Performance: not applicable.
Quality (inline comments posted on SECURITY.md:11 and :47):
SECURITY.md:11 — "We fix confirmed problems in the next release" is a firm commitment, which sits awkwardly with the PR's own "no response times" statement. Confidence: medium.
SECURITY.md:47 — "Anything done with the MCP token" is vague and could be read as excluding token theft. Confidence: medium-low.
AGENTS.md — the GPL/copyleft bullet sits under the ## Assets heading, but it concerns licensing, not assets. Move it to its own heading or next to Quality gates. Confidence: high. I didn't post an inline comment here because the checkout's AGENTS.md is the base copy, so I couldn't confirm the head line number.
Formatting nits, not posted inline: several new paragraphs run very long (docs/architecture.md:58–59, CONTRIBUTING.md:70, docs/installation.md:173, and the new AGENTS.md bullet). Reflow them to match the file's wrap width.
Duplication: the "Never silent" rule now lives in both AGENTS.md and docs/architecture.md. The two copies can drift, so consider keeping one authoritative text and linking to it from the other.
AGENTS.md: the new rules are consistent with the existing "Never crash" wording and the architecture table. The only issue is the placement noted above.
Change size
Compared: the whole PR against main (merge base 02c9386 to PR head 837e31d).
- SECURITY.md: "we aim to fix" in the next release rather than a promise;
name the MCP token's holder as the trusted party.
- Wrap the new paragraphs to the files' line width.

Thanks for the review. 1ca56a0 takes both SECURITY.md suggestions and wraps the long new lines in AGENTS.md, CONTRIBUTING.md, SECURITY.md, docs/architecture.md and docs/installation.md to each file's width.
Two points I've left as they are:
Code-origin bullet under Assets: that section already carries the rule against third-party code ("No third-party vendor icons, images, styles, fonts, help text or code"). The new bullet says which code that covers, so it sits beside it.
Never silent in both AGENTS.md and docs/architecture.md: this follows Never crash, which is in both files already. AGENTS.md is the rule agents read; the architecture page describes it for readers of the site.
Changed since your approval of 837e31d (1ca56a0): SECURITY.md now says "we aim to fix" in the next release and "Anything a holder of the MCP token does"; the new lines are wrapped to each file's width. The text is otherwise the same.
New head 3f84444 supersedes 1ca56a0: the Never silent section in AGENTS.md is cut to three bullets, the same shape as Never crash. Nothing else changed since your approval of 837e31d apart from the SECURITY.md wording and line wrapping noted above.
GitHub Pages takes a minute or two to publish a new commit. Newer commits from the fork aren't published until a maintainer adds the preview label (once per commit).
The reason will be displayed to describe this comment to others. Learn more.
Quality (medium confidence): This copyleft rule sits under ## Assets, between the vendor-asset bullets, so an agent scanning that section will miss it, and the section title doesn't fit a code-origin rule. Consider moving these four lines to their own ## Code origin section (or under Quality gates). Not a suggestion block, since it's a move rather than an in-place edit.
The reason will be displayed to describe this comment to others. Learn more.
Leaving this one as it is, as in my earlier reply: ## Assets already holds the rule against third-party code ("No third-party vendor icons, images, styles, fonts, help text or code"), and this bullet says which code that covers. A separate section would split one rule in two.
The reason will be displayed to describe this comment to others. Learn more.
Quality (low-medium confidence): The rule asks for "what, how much and where", but "one notice per kind with a count" can drop the where. An aggregated notice may not name a location. Consider keeping one notice per kind but including one example location, so the three requirements agree with docs/architecture.md.
Suggested change
one notice per kind with a count; `eprintln!` alone doesn't count. Unusable results are errors.
one notice per kind with a count and an example location; `eprintln!` alone doesn't count. Unusable results are errors.
The reason will be displayed to describe this comment to others. Learn more.
A notice that counts still says where: "where" here means the layer or file, and a per-kind notice names it ("Rivers: Z values dropped from 412 features"), as docs/architecture.md describes. Naming one example feature would also break the line width, and this section was just cut to match Never crash, so I've left it.
This PR is documentation only. I checked the new policy text against the code and config it names, and found no bugs or security problems.
Bugs: None found.
Security: None found. SECURITY.md's links and references resolve: docs/plugins.md#safety, docs/mcp.md, docs/privacy.md, and the UI string "Approve agents' actions without asking" (in docs/user-guide/assistant.md). The private advisory link is the expected GitHub URL.
Performance: Not applicable.
Quality:
The copyleft rule sits under ## Assets between the vendor-asset bullets, so it reads as an asset rule. Medium confidence. (Inline comment on AGENTS.md:64.)
"say what, how much and where" conflicts slightly with "one notice per kind with a count", which can drop the location. Low-medium confidence. (Inline comment with a suggestion on AGENTS.md:22.)
Nit: the PR body says the AGENTS.md addition is "one line", but it adds four lines to AGENTS.md.
AGENTS.md: The new Never silent section and the copyleft rule follow the file's existing style. Links to CONTRIBUTING.md#where-code-comes-from and architecture.md#pure-rust resolve.
I verified these against the code:
Session::notify (crates/engine/src/lib.rs), ToolResult::messages (crates/analysis/src/lib.rs), and the Python take_notices all exist.
The "Pure Rust" C-dependency list matches the gating in Cargo.toml and crates/*/Cargo.toml: zstd/zstd-sys for the browser and desktop, rusqlite/libsqlite3-sys and rustls/ring behind the non-wasm target. aws-lc-sys is in Cargo.lock via aws-lc-rs, and proj4rs-geodesic is a dependency of proj4rs.
I did not run cargo tree, so the wasm-side claim that no ring or aws-lc code reaches the browser build rests on reading the manifests, not on a build.

Placement (quality, confidence high): this code-provenance rule sits under ## Assets, whose other bullets are about icons, images, fonts and attribution rows. A contributor scanning for licence rules is likely to miss it there. Consider giving it its own short heading (for example ## Where code comes from, next to ## Assets) so it matches the heading the CONTRIBUTING.md section uses. The rule itself reads correctly.

Drift from AGENTS.md (quality, confidence medium): AGENTS.md's Never silent section also asks for one notice per kind of loss with a count, and a test on both sides (lossy input gives the notice, clean input none). This page leaves both out, so a reader of the architecture doc gets a weaker rule than the one agents are given. Suggested addition:

Leaving it as it is. This page describes the rule for site readers, and AGENTS.md holds the working rules: the Never crash section on this page leaves out the same kind of detail too.
No bugs, security or performance problems in this docs-only PR. I checked every cross-reference, claim and anchor against the repo. Findings are quality nits.
Bugs
None found. The new notice API claims match the code: Session::notify (crates/engine/src/lib.rs:1360), take_notices in the Python bindings, and ToolResult::messages. The C-dependency list also matches the manifests and lockfile. proj4rs-geodesic depends on cc, ring is gated to non-wasm in the assistant crate, and the engine's rusqlite and postgres are dev-only or non-wasm.
Security
None found. SECURITY.md's links resolve (docs/plugins.md#safety, docs/mcp.md, docs/privacy.md), and its "Not sandboxed", --yes and "Approve agents' actions without asking" references match the docs.
Performance
None; docs only.
Quality
Copyleft rule placed under ## Assets (AGENTS.md:64, confidence high). Posted inline. A heading of its own would be easier to find.
Never silent in docs/architecture.md drops two AGENTS.md rules (one notice per kind with a count, and tests on both sides; confidence medium). Posted inline, with a drop-in suggestion.
Nit: SECURITY.md asks reporters to attach "a file, plugin or script" that shows the problem. A line saying not to include real credentials or private data would help.
Nit: installation.md now says "the C code some dependencies bundle" and links to Architecture. The old sentence named SQLite and Zstandard. Clang for the web build is still stated further down, so this is acceptable.
AGENTS.md
The repo's rules are followed: the new text is in the PR's AGENTS.md, and the Never silent wording matches the architecture page apart from the omissions above.
Unverified: the Pure Rust section says TLS uses aws-lc-sys on desktop. The lockfile shows rustls depending on aws-lc-rs, but I could not see which crate enables that feature without cargo tree, which I could not run. Confidence in the claim is medium.

Good catch: it read as "never uses GDAL". Reworded in 4dadb22: the apps run without GDAL, PROJ or any other GIS library installed, and GDAL, DuckDB and the geolibre program are optional extras that the desktop app calls when they're installed, to read more formats, run DuckDB queries and run the GeoLibre tools. It links the formats read through GDAL.

This bullet is about code provenance, not assets, but it sits under ## Assets between the icons rule and the screenshots rule, which splits the asset rules and makes the new rule easy to miss. Consider moving it to its own short heading (for example ## Code origin) placed after ## Never silent, so it reads alongside the other project rules. Confidence: high (placement only).

The approval rule for file, network and plugin commands is documented in the AI Assistant guide (docs/user-guide/assistant.md, around the "Approve agents' actions without asking" section), not in the MCP page. Linking both avoids sending reporters to the wrong place. Confidence: medium-high.

The sentence scopes the GeoLibre tools to "on the desktop, when they are installed". AGENTS.md says the browser runs the GeoLibre tools through geolibre-rust's WASI runner, with no installed program. The paragraph should say so, or a reader will conclude the tools are desktop-only. Suggest adding a clause such as "the browser runs the GeoLibre tools without it". Confidence: medium (the sentence is ambiguous rather than wrong).
Bugs: None found. The new text matches the code I checked: Session::notify exists (crates/engine/src/lib.rs:1360), ToolResult::messages and Python take_notices are present, the anchors in docs/plugins.md#safety, docs/user-guide/data-formats.md#formats-read-through-gdal and docs/user-guide/analysis.md#geolibre-tools resolve, and the Approve agents' actions without asking label exists. The "five C-compiling dependencies" list is consistent with Cargo.lock (proj4rs-geodesic depends on cc). Not verified: the ring/aws-lc-sys "desktop only" scoping (I could not run cargo tree here), the discussion #203 link, and the security/advisories/new link (no network).
Security: None found. SECURITY.md routes reports to private advisories and asks for no real secrets. Its exclusions for Not sandboxed plugins and for approval-off mode match docs/plugins.md and docs/user-guide/assistant.md.
Performance: Not applicable (docs only).
Quality:
Copyleft rule placed under ## Assets in AGENTS.md (inline comment posted). Confidence: high.
SECURITY.md's Assistant bullet links only to the MCP page; the approval rule lives in the Assistant guide (inline comment posted with a suggestion). Confidence: medium-high.
Nit: SECURITY.md's "What counts" says an Assistant command run "without the user's approval" is a problem, while "What doesn't" excludes actions run with "approval turned off". The second bullet resolves it, but one clause saying the toggle is the user's own opt-in would remove the tension. Confidence: medium.
Nit: CONTRIBUTING.md's "Running another program only to produce expected test results is fine" is correct per ATTRIBUTION.md, but the sentence doesn't say that the outputs must not be used as code. Confidence: low.
AGENTS.md:
Copyleft rule placement (above).
The new rules (Never silent, code origin) are in the file agents read first. The copy in the checkout is the base version, so I checked the new line numbers against the diff hunks.
Nit: SECURITY.md's "We aim to fix confirmed problems in the next release" and "A maintainer will reply" are light commitments, which the PR body says it avoids. Confidence: low.
Architecture doc: The Pure Rust paragraph (docs/architecture.md:65) reads as if the GeoLibre tools need the desktop and an installed program. The browser runs them through the WASI runner (inline comment posted). Confidence: medium.

Placement (Quality / AGENTS.md, high confidence): this bullet is about where code comes from, but it sits under ## Assets, which is about images, fonts and icons. Ambiguous name (Quality, medium confidence):ToolResult::messages is not unique. rustgis_analysis::ToolResult has the messages field, but rustgis_assistant::provider::ToolResult (crates/assistant/src/provider.rs) has no such field. Naming the crate here avoids a wrong guess by a contributor working in the assistant.
Suggested change
- Report through `Session::notify` (app, CLI, Python `take_notices`) or `ToolResult::messages`,
- Report through `Session::notify` (app, CLI, Python `take_notices`) or the geoprocessing
The reason will be displayed to describe this comment to others. Learn more.
Not changing this one. The bullet is about geoprocessing tools, and the assistant's ToolResult is a provider message type with nothing to report, so nobody working on a reader, writer or tool would reach for it. Adding the crate name would also break the line width of a section kept to the length of Never crash.
The reason will be displayed to describe this comment to others. Learn more.
Policy wording (Quality, medium confidence): the PR description says the policy "doesn't commit the project to response times", but "We aim to fix confirmed problems in the next release" is a timeline commitment, if a soft one. If that is intended, keep it. If not, consider "We aim to fix confirmed problems promptly, normally in the next release" or drop the release timing, so the maintainers' promise matches the PR's stated intent.
The reason will be displayed to describe this comment to others. Learn more.
That's intended: "we aim to fix confirmed problems in the next release" was this review's own earlier suggestion (replacing "we fix"). It states an aim, not a response time, which is what the description means.
This PR is documentation only: a new SECURITY.md, new sections in CONTRIBUTING.md, AGENTS.md and docs/architecture.md, and one line changed in docs/installation.md. I found no bugs, security problems or performance issues.
I checked the factual claims against the code:
Session::notify (crates/engine/src/lib.rs), ToolResult::messages (crates/analysis), Python take_notices and the CLI's notice printing all exist as described.
The five C-building dependencies (zstd-sys, libsqlite3-sys, aws-lc-sys, ring, proj4rs-geodesic) are present in Cargo.lock. proj4rs-geodesic depends on cc, which confirms it builds C.
The desktop-only scoping holds: rusqlite, rustls, ring, ureq and proj4rsaeqd are gated to non-wasm in the manifests.
Every doc link and anchor in the diff resolves to an existing file or heading.
Bugs: none found.
Security: none found. The docs name no secrets, and the SECURITY.md reporting guidance is sound.
Performance: not applicable.
Quality:
The "never copy copyleft code" bullet is under ## Assets in AGENTS.md, where it does not belong. (Medium-high confidence; inline comment posted.)
ToolResult::messages is ambiguous, because the assistant crate has its own ToolResult without that field. (Medium confidence; inline comment with a suggestion posted.)
SECURITY.md says "We aim to fix confirmed problems in the next release", which is a timeline the PR description says it avoids. (Medium confidence; inline comment posted.)
The list of C-building crates is duplicated in docs/architecture.md and the PR body, and it will drift as dependencies change. The architecture doc should be the single source. (Low-medium confidence; no inline comment.)
The "Never silent" rules appear in both AGENTS.md and docs/architecture.md. This mirrors the existing pattern, so it is acceptable. (Low confidence.)
docs/installation.md now says only "a C compiler" for source builds and no longer names clang for the web build. Architecture covers it, so this is minor. (Low confidence.)
AGENTS.md: the new rules follow the existing "Never crash" format. The only issue is the misplaced bullet above.

Summary
It doesn't commit the project to response times.Session::notify, reader notes andToolResult::messagesalready reach the app, the CLI and Python'stake_notices. The section also asks for a count rather than one notice per feature, and a test on both sides. It defines no new API.geolibreprogram are optional extras the desktop app calls when present), but five dependencies compile C into the build (Zstandard on desktop and web; SQLite, the TLS crypto and GeographicLib's geodesic routines on desktop only).
Testing
Markdown-only, so I skipped
cargo xtask ci. I ranzensical build --strict(no issues) andpre-commit runon the changed files with cargo-fmt and cargo-clippy skipped. I checked the claims against the code: where notices go, every SECURITY.md promise and its doc anchor, and the C crates withcargo tree -e build, normalfor the desktop andwasm32-unknown-unknowntargets.Related issue
Moves the policy from discussion #203 into the repo.
