CI: keep skipped runs from cancelling the downloads mirror sync - #866
downloads.rustgis.app showed only the Python wheels for v0.4.0. The Python package workflow finished first and mirrored the release with its wheels; the Release workflow then started the sync that would add the app packages, and two minutes later a pull request's Python package build fired another workflow_run. That run's job was skipped by its if, but the concurrency group sat on the workflow with cancel-in-progress: true, so it still joined the group and cancelled the release's sync.
This moves the concurrency group onto the sync job, where a job skipped by if never joins it, and sets cancel-in-progress: false so runs queue instead of cancelling each other. Each run reads the release's assets afresh, so the last one to finish mirrors every asset.
The mirror itself was repaired by dispatching the workflow for v0.4.0 (run 40153735753); it now lists the Windows, macOS and Linux packages beside the wheels.
The mirror's concurrency group sat on the workflow with cancel-in-progress,
so every workflow_run joined it, even one whose job the if skips. For
v0.4.0 a pull request's Python package build cancelled the release's own
sync two minutes in, and downloads.rustgis.app kept only the wheels.
Move the group onto the job, where a skipped job never joins it, and queue
runs instead of cancelling them: each run reads the release afresh, so the
last to finish mirrors every asset.
The downloads mirror workflow now queues eligible sync jobs instead of cancelling in-progress jobs. Manual runs use the requested tag. Other runs resolve the latest release, with distinct handling for 404 responses and other lookup failures.

Summary
Sync job controls and tag resolution .github/workflows/downloads-mirror.yml
Concurrency applies to the sync job after its condition. Eligible jobs queue without cancelling an in-progress job. Manual runs use the requested tag; other runs resolve the latest release. A 404 exits successfully with a notice. Other lookup failures retry up to three attempts, then fail the job.

A rabbit checks the release tag, Then queues the sync without a drag. A missing release gets a note, Other errors retry and float. The mirror waits its turn to run, Then hops along when retries are done.

This PR moves the downloads-mirror concurrency group from the workflow to the sync job and sets cancel-in-progress: false. I found no bugs, security issues or guideline violations. I reviewed only the workflow file and did not run anything, so the behaviour below is from reading the YAML and from my understanding of GitHub Actions.
Bugs
None found.
Root cause is addressed (high confidence). A job whose if is false is skipped before it joins a job-level concurrency group. Skipped workflow_run triggers, such as a PR's Python package build, can therefore no longer cancel the release's sync.
Queueing is safe (high confidence).build.sh reads the release assets afresh on each run, so the last sync to finish mirrors everything. The final git push --force to an orphan snapshot is serialized by the group, which avoids two syncs racing to push.
Security
None found. No new secrets, permissions or expression interpolation into run: steps. Untrusted values such as head_branch and inputs.tag still go through env:, not inline ${{ }}.
Performance
None found. cancel-in-progress: false means a run may wait behind another, but the job has a 30-minute timeout and exits early when the mirror is unchanged.
Quality
Pending runs are dropped (low confidence, informational). GitHub keeps only one pending run per concurrency group and cancels older pending ones when a newer one arrives. That is fine for workflow_run and schedule runs, which resolve to the latest release. A pending workflow_dispatch with an explicit tag input could be replaced by a later run that resolves a different tag. This is unlikely and the PR comment's "last one wins" reasoning is accurate for the normal flow. If it matters, use a group such as downloads-mirror-${{ inputs.tag || 'latest' }}. I wouldn't block on it.
The explanatory comment is clear and records the v0.4.0 failure it fixes.

A late workflow_run from an older release can replace a newer release's
pending sync in the concurrency group, and it published the tag of the
run that triggered it. Read the latest release once the job holds the
slot instead; only a manual run names its tag.
This PR changes only .github/workflows/downloads-mirror.yml, and I found no bugs, security problems or AGENTS.md violations. I checked the changed lines against the full workflow file, since the PR comes with no tests.
What I checked
Concurrency moved from workflow to job: a run whose job if skips it no longer joins the downloads-mirror group, so it can't cancel the release's sync. The if is evaluated before the job's concurrency is applied, so this works as the comment says.
cancel-in-progress: false: runs now queue, and GitHub keeps only one pending run per group. Each run reads the latest release's assets when it runs, so the last run to finish mirrors everything. Dropping a superseded pending run is harmless for the same reason.
Tag resolution:
Only workflow_dispatch supplies a tag, via inputs.tag. It is passed through env, not interpolated into the script, so there's no injection risk.
workflow_run events now use releases/latest, which drops the use of head_branch, a branch name controlled by whoever triggered the run.
The removed WORKFLOW_TAG is not referenced anywhere else in the file.
YAML: a comment between env: and run: inside a step is valid.
Job timeout:timeout-minutes: 30 still applies, so a queued run can't wait indefinitely behind a hung one beyond that limit.
Minor observations (no action required, low confidence)
Prereleases:releases/latest excludes prereleases and drafts. A release-triggered run for a prerelease tag used to mirror that tag. It now mirrors the latest stable release, which fits the "mirror the latest release" intent but is a behaviour change.
Latest-release race: if the latest release changes while a run is queued, the run mirrors the newer one. That is the stated goal.

Preserve pending manual runs.
cancel-in-progress: false protects the running sync, but it does not preserve an existing pending job. If a manual dispatch with inputs.tag waits behind a running sync, a later scheduled or workflow_run job can replace it. The requested tag is then never processed. Use an explicit queue or lock design that retains manual requests while preserving single-writer publishing.

I reviewed the single changed file, .github/workflows/downloads-mirror.yml. I found nothing blocking.
Bugs
Prereleases (confidence: low-medium): the workflow no longer reads the tag from workflow_run.head_branch. Every non-manual run now resolves releases/latest, and that endpoint skips prereleases and drafts. A prerelease's build therefore re-mirrors the previous stable release instead of the prerelease. If that is intended, a short comment saying so would help. Otherwise, keep the head_branch fallback for release-triggered runs.
Retry on 404 (confidence: low): a 404 exits immediately with success, which matches the "no release yet" intent. It is right to retry other errors, so this is only a heads-up. A right-after-publish 404 from replication lag would silently skip the mirror, though the schedule would pick it up later.
Security
Nothing found. REQUESTED_TAG is passed through env, not interpolated into the script, so there is no injection path. permissions stays contents: read.
Performance
Nothing found. Worst-case retry backoff is 10 s + 20 s, well inside the 30-minute timeout.
Quality
Job-level concurrency (confidence: high that it's correct): a job skipped by its if no longer joins the group, so it can't cancel the release's sync. The comment explains this well.
Queueing and replacement (confidence: medium): with cancel-in-progress: false, GitHub keeps at most one pending run per group and replaces older pending ones. The new "read latest at run time" logic makes that replacement harmless, which is a good pairing.
Temp file (confidence: low):err.txt is written to the workspace and never cleaned up. That is harmless on an ephemeral runner. "$RUNNER_TEMP/err.txt" would be tidier.
YAML (confidence: low): the comment between env: and run: sits at a lesser indent. This is valid YAML, but it reads oddly. Moving it above env: would read better.
AGENTS.md
No Rust code changed, so the never-crash, wasm, i18n and layering rules don't apply. No assets or dependencies changed. cargo xtask ci is not affected by a workflow-only change.

Compared: the whole PR against main (merge base c627efe to PR head 97a4024).
With the default queue: single, a new run in the downloads-mirror group replaces any pending run in that group. A manual dispatch that names a tag can be pending while a workflow_run or schedule sync starts. Those runs do not set REQUESTED_TAG, so they mirror the latest release. The replacement can drop the requested tag. cancel-in-progress: false does not prevent this, because it protects only the running job.
Add queue: max to keep pending runs in the queue. The group still runs one sync at a time. queue: max cannot be combined with cancel-in-progress: true, so the existing false value stays.
