Adds .github/workflows/docker.yml, which builds and publishes two images to the GitHub Container Registry, both for linux/amd64 and linux/arm64:

Image Contents Dockerfile
ghcr.io/opengeos/rustgis the web app, served by nginx Dockerfile (#974)
ghcr.io/opengeos/rustgis-cli rustgis-cli on slim Debian packaging/docker/cli.Dockerfile (new)
Event Tags (both images)
push to main edge, sha-<commit>
release published <version>, <major>.<minor>, latest (a pre-release gets only <version>)
pull request touching the images build + smoke test only, nothing published
manual run sha-<commit> (plus edge on main)

Web app image

  • The Dockerfile's build stage runs on $BUILDPLATFORM, so the WebAssembly is compiled once and the arm64 image needs no QEMU.
  • The amd64 image is loaded and smoke-tested first: /healthz, index.html referencing the _bg.wasm, sw.js and manifest.webmanifest. The multi-platform publish reuses the cached build stage.

Command line image

  • The CLI is native code, so it's a separate image rather than part of the nginx one: each platform builds natively on its own runner (ubuntu-latest, ubuntu-24.04-arm), is smoke-tested (tools, logo, rendering the sample with share.exportMap), and is pushed by digest. A manifest job then tags the two digests together.
  • Runtime: debian:13.7-slim (the rust image's own Debian release; the binary links only glibc) plus ca-certificates. It runs as a non-root user with ID 1000 in /data, with rustgis-cli as the entrypoint: docker run --rm -v "$PWD:/data" ghcr.io/opengeos/rustgis-cli info cities.geojson.
  • The optional GDAL, DuckDB and GeoLibre programs aren't included.

Common

  • Layer cache in the GitHub Actions cache (type=gha), scoped per image and architecture.
  • Labels and index annotations keep the Dockerfiles' title, description and URL instead of the ones metadata-action takes from the repository.
  • GITHUB_TOKEN with packages: write on the image jobs only.
  • Dependabot now also watches packaging/docker for base image updates.

Docs: docs/installation.md leads with docker run ghcr.io/opengeos/rustgis and explains the tags; a new "The command line in Docker" section is linked from docs/cli.md. Release images start with 0.5.0, since v0.4.0 predates the Dockerfile. packaging/README.md and GEOLIBRE_PARITY.md mention the images; runtime config is still missing.

Tested locally: the CLI builds in rust:1.99.1-slim with --locked and the smoke-test commands pass in debian:13.7-slim as user 1000.

After the first publish, both packages need setting to public in the org's package settings, because new GHCR packages start out private.

Summary by CodeRabbit

  • New Features

    • Published Docker images for the RustGIS web app and CLI are available for x86-64 and ARM64.
    • The CLI image runs as a non-root user with /data as its working directory.
    • Web image tags include latest, versioned releases, and edge; CLI images include release and development tags.
    • Docker images are smoke-tested before publication.
  • Documentation

    • Added instructions for using the published web and CLI images, with example commands and local build guidance.

A Docker image workflow builds the Dockerfile and publishes
ghcr.io/opengeos/rustgis-web for linux/amd64 and linux/arm64: edge and
sha-<commit> on every update to main, the version, major.minor and
latest on every published release (a pre-release gets only its
version). The build stage runs once, on the runner's platform, so the
arm64 image needs no emulation.

Every run first builds the amd64 image, loads it and checks that it
serves the app (health check, index.html with the WebAssembly, the
service worker and the manifest). A pull request that changes the
image (Dockerfile, .dockerignore, packaging/docker, the workflow) runs
only that check and publishes nothing.

The labels and index annotations keep the Dockerfile's title,
description and URL over the ones metadata-action takes from the
repository.

Docs: installation.md now leads with the published image;
GEOLIBRE_PARITY.md notes it.

Walkthrough

The changes add a workflow that builds and smoke-tests web and CLI Docker images, then publishes them to GHCR. They add a CLI Dockerfile and update Docker packaging, installation, and parity documentation.

Changes: Docker image build and publication

Layer / File(s) Summary
Build and publish the web image
.github/workflows/docker.yml, Dockerfile
The workflow builds and smoke-tests the web image, then publishes linux/amd64 and linux/arm64 images outside pull requests. The Docker build and run examples use the rustgis image name.
Build and publish the CLI image
packaging/docker/cli.Dockerfile, .github/workflows/docker.yml
The CLI Dockerfile builds rustgis-cli and runs it as a non-root user with /data as the working directory. The workflow builds and smoke-tests native amd64 and arm64 images, pushes architecture images by digest, and creates a multi-platform manifest outside pull requests.
Document image use and packaging
docs/installation.md, docs/cli.md, packaging/README.md, GEOLIBRE_PARITY.md, .github/dependabot.yml
The installation guide describes published and local image use, including CLI commands and user settings. The CLI guide links to the Docker instructions. The packaging overview identifies both Dockerfiles and the publishing workflow. The parity entry lists the published images and retains a note about missing runtime configuration. Dependabot monitors the root and packaging/docker.

Bugs

  • The PR path filter (docker.yml, around line 25) does not cover what the image is built from. The Dockerfile runs COPY . . and then builds the wasm app, but a pull request that changes crates/, apps/, xtask/, Cargo.lock or Cargo.toml never runs the smoke test. A breakage then shows up only after merge, as a red main. Confidence: medium-high.
  • type=semver, pattern={{major}}.{{minor}} (docker.yml, around line 68) has no prerelease guard, unlike latest. The PR table and the workflow's header comment say a pre-release gets only its version. Whether metadata-action emits <major>.<minor> for a pre-release depends on the action version, which I could not check offline. Confidence: medium-low.

Security

  • No issues found. The job is contents: read with packages: write only on the job, and it uses persist-credentials: false. Login and publish are skipped on pull requests. No untrusted input is interpolated into run: blocks. The third-party actions are pinned by tag, which matches the rest of the repo.

Performance

  • Nothing significant. The gha layer cache is shared between the smoke-test build and the publish build.

Quality

  • Smoke test: curl … | grep -q runs under pipefail, so an early grep exit can produce a SIGPIPE failure. The HTML is small, so the risk is low. Confidence: low.
  • docs/installation.md line 223 runs past the file's usual wrap width. Nit.
  • The docs and GEOLIBRE_PARITY.md describe ghcr.io/opengeos/rustgis as published before the first publish has happened. docker run will fail with a denied error until the package is made public, as the PR body notes. Merging before that step leaves the docs wrong for a while. Process note, not a code defect.

AGENTS.md

  • Checked against the agent guidelines: no Rust or unwrap/unsafe changes, no assets added, and the ribbon and i18n rules do not apply. The new workflow follows the repo's existing conventions for concurrency, if: github.repository, and the actions/checkout@v7 pin. No violations found.

What I checked: the full diff, pr-context/AGENTS.md, the Dockerfile, packaging/docker/nginx.conf (confirms /healthz), .dockerignore, xtask's web-pwa (produces sw.js), the other workflows' action versions and concurrency blocks, and the release workflows (the release trigger matches how the existing release jobs are triggered).

Inline comments were posted on .github/workflows/docker.yml (path filter, major.minor tag) and docs/installation.md (line length).

packaging/docker/cli.Dockerfile builds rustgis-cli on the rust image
and copies it onto the matching slim Debian (13), as a non-root user
(ID 1000) working in /data, with rustgis-cli as the entrypoint. It
links only glibc.

Unlike the web app, the command line is native code, so the workflow
builds each platform on a runner of its own (ubuntu-latest and
ubuntu-24.04-arm), smoke-tests it (tools, logo, rendering the
sample), pushes it by digest, and a manifest job tags the two
together with the same tags as the web app's image. The tag list is
shared by both images.

Dependabot watches packaging/docker as well. Docs: "The command line in
Docker" in installation.md, linked from cli.md; packaging/README.md and
GEOLIBRE_PARITY.md mention the image.

Code review

Bugs

  • The pull_request paths filter in docker.yml omits crates/**, apps/**, Cargo.toml, Cargo.lock and .cargo/**, which both images compile. A PR that breaks the build passes PR checks and fails only after merge to main. (confidence: high) [inline]
  • The web smoke test's curl | grep -q under pipefail can fail spuriously via SIGPIPE. Unlikely with a small index page. (confidence: low) [inline]

Security

  • The docker/* actions run with packages: write but are pinned by mutable tag. package-managers.yml pins its write-scoped third-party actions by SHA, so the repo has precedent for SHA pins. (confidence: low; I did not inline this because it touches several lines)

Performance

  • Nothing significant. The cache mounts, the --mount cargo cache, and the gha cache scopes look sound.

Quality

  • The CLI image has no fonts (debian:13.7-slim) and the renderer embeds none. Maps rendered in the container lose their labels, and the smoke test's "exercises the fonts" comment is not backed by its test -s check. Installing fonts-dejavu-core fixes the first part. (confidence: medium-high) [inline]
  • docker.yml line 2 refers to docs/installation.md › Docker. No such heading exists; the sections are "Self-host the web app with Docker" and "The command line in Docker". (confidence: high)
  • Lines over the repo's wrap width: docs/installation.md (the "To build the image yourself" paragraph) and GEOLIBRE_PARITY.md (the Docker item). (confidence: high)
  • The web smoke test is labelled "for the runner's platform" but hard-codes linux/amd64. (confidence: medium)

AGENTS.md

  • The CLI image redistributes the binary without THIRD-PARTY-LICENSES.txt. release.yml ships that file in the .deb at /usr/share/doc/rustgis/. Copying it into the image matches the packaging rule. (confidence: medium-high) [inline]
  • Checks that passed: the licence label Apache-2.0 matches Cargo.toml; the /healthz route exists in nginx.conf; the CLI flags used in the smoke test (tools, info, logo --size) exist; render --basemap is documented; rusqlite is bundled, so the glibc-only runtime claim holds; curl is needed for crates/render/build.rs; the pinned rust digest matches the root Dockerfile.
  • Unverified: whether Dependabot's docker ecosystem matches packaging/docker/cli.Dockerfile, since the filename is not plain Dockerfile.

- Run the image workflow on pull requests that change how the images
build: Cargo.toml, Cargo.lock, .cargo, xtask and the two apps, not
only the Docker files (crates' code is built by ci.yml already).
- Ship LICENSE and THIRD-PARTY-LICENSES.txt in the CLI image at
/usr/share/doc/rustgis, as the .deb does, and smoke-test that it's
  there.
- Smoke-test index.html from a file instead of curl | grep -q, which
  can SIGPIPE under pipefail.
- Rewrap the installation docs' paragraph on building the image.

Code review

Bugs

  • .github/workflows/docker.yml:47: push-to-main runs use cancel-in-progress, so a newer push can cancel a run mid-publish. A workflow_dispatch on main uses a different concurrency group, so it can race a push on the edge tag. Low-to-medium confidence (~50%); inline comment posted.
  • packaging/docker/cli.Dockerfile:53: WORKDIR /data is root-owned, so running the image without a bind mount fails for the non-root user (render can't write its output). Medium confidence (~80%); the docs only describe the mounted case. Inline comment posted.

Security

  • No issues found. Checkout uses persist-credentials: false, the top-level token is contents: read, packages: write is job-scoped, login and push are skipped on pull_request, and the digest is passed through env rather than interpolated into run.
  • Manual runs from any branch publish sha-<commit> tags to the public GHCR. Maintainer policy, not a defect. Low confidence.

Performance

  • The CLI image's build depends on the network at build time: crates/render/build.rs curls Natural Earth data. That matches the existing CI, and RUSTGIS_DATA_DIR is available as an offline option, so this is not a defect. Low confidence.

Quality

  • .github/workflows/docker.yml:2: the reference docs/installation.md › Docker matches no heading. Inline suggestion posted. High confidence.
  • GEOLIBRE_PARITY.md:273: the new line is over 100 columns and reflows unevenly with the next line. Nit.
  • .github/workflows/docker.yml:27-28 and the paths: filter: crates/** is not in the PR path filter, so a crate change that breaks the CLI image build is only caught by ci.yml. The comment justifies this, so it is a deliberate choice, not a bug.

AGENTS.md

  • Checked the Dockerfile and .dockerignore: LICENSE and THIRD-PARTY-LICENSES.txt exist at the root and are not excluded. /target is excluded.
  • No new assets, so no ATTRIBUTION.md row is needed. No new Rust dependencies. The docs/cli.md anchor #the-command-line-in-docker resolves to the new heading.
  • The dependabot.yml change (directories: for /packaging/docker) is valid syntax. Whether Dependabot's docker ecosystem picks up cli.Dockerfile, which is not named Dockerfile, is unverified. Low confidence.

Nothing blocking. The two inline comments on behaviour (concurrency and /data ownership) are worth a look before merge.

- Point the workflow's header at the two installation sections by
  their headings.
- One concurrency group per ref, cancelling only pull request runs:
a publishing run always finishes (no half-updated CLI tags), and
pushes and manual runs on main publish edge in order.
- Create /data owned by the rustgis user, so the CLI image can write
there without a mount; the smoke test now writes the logo there.
- Run the image workflow when LICENSE or THIRD-PARTY-LICENSES.txt
change, now that the CLI image copies them.

Quality (nit, high confidence): the title, description and source strings are repeated in five places: the web Dockerfile's LABEL, this job's labels and annotations, cli.Dockerfile's LABEL, the CLI meta labels, and the manifest job's --annotation flags. A change to one will drift from the others. Consider one env value per image that the workflow steps reuse.

Leaving this open as a marginal nit. Each Dockerfile has to carry its own LABELs for local builds, and the manifest annotations have to be passed explicitly, so a shared env value would only remove two of the five copies.

Security (low, medium confidence): these jobs hold packages: write, and the actions are pinned by tag (@v7, @v4, @v6). package-managers.yml pins its third-party actions by full commit SHA with a version comment. Pinning the docker/* actions the same way would match that convention. The repo also mixes styles (Swatinem/rust-cache@v2, PyO3/maturin-action@v1), so this is a consistency question, not a defect.

Leaving this open for the maintainer, as in the earlier round. It's a repo-wide pinning-policy question: most workflows use tags for actions/* and other widely used publishers, and docker/* follows that.

Security (low, high confidence it's pre-existing): crates/render/build.rs downloads five GeoJSON files at build time. It verifies only that each file starts with {, with no checksum. The change in this PR is that those files are now baked into an image published to GHCR. Pinning the data by hash, or building with RUSTGIS_DATA_DIR, would make the published image reproducible. This is not a blocker for this PR.

Leaving this open: it's pre-existing build.rs behaviour, as you note, and affects every package built from source, not only the images. It's worth its own issue if wanted.

Code review

Bugs. None confirmed. I checked the workflow's logic against the repo: the web Dockerfile's $BUILDPLATFORM claim holds, /healthz is in nginx.conf, the render --basemap ocean, info, logo and tools invocations match apps/rustgis-cli/src/main.rs, and the .dockerignore excludes target and dotfiles, so the CLI COPY . . stays small. The shell quoting in the CLI smoke test also checks out.

Security

  • The docker/* and actions/* refs are pinned by tag, not SHA, in jobs that hold packages: write. The repo pins some third-party actions by SHA. Low to medium confidence; this is a consistency question. (.github/workflows/docker.yml:76)
  • workflow_dispatch on any branch publishes sha-<commit> tags to the public GHCR packages. This matches the PR table, but confirm it's intended. Low confidence. (.github/workflows/docker.yml:42)
  • crates/render/build.rs downloads five GeoJSON files at build time with no checksum, and the check is only that the file starts with {. This predates the PR, but the CLI image now bakes that data into published images. Low confidence. (packaging/docker/cli.Dockerfile:15)

Performance. Nothing to raise. The layer caches are scoped per image and architecture, and the publish step reuses the smoke-test build.

Quality

  • Title, description and source strings are repeated in five places across the two Dockerfiles and the workflow. High confidence; this is a maintenance hazard. (.github/workflows/docker.yml:92)
  • GEOLIBRE_PARITY.md has one line about 130 characters where the list wraps near 100. Nit. (GEOLIBRE_PARITY.md:272)

AGENTS.md. Nothing violated. No assets are added, the Dockerfile stays comment-only, and no dependency changed, so cargo xtask notices isn't needed. The smoke tests run on the PR because docker.yml is in its own path filter.

Not raised. The web smoke test only exercises the amd64 image, so the arm64 image is published without being run. The PR says so, and the risk is low.
