Iterate Skills and Plugins settings with native catalog state and consistent UI #710

Skills and Plugins settings currently show loaded resources only, omit disabled/missing or empty configured packages, place a large setup form before every detail, and repeat unrelated setup failures across sections.

Iterate both pages within the existing settings shell and theme tokens. Keep the Models page unchanged. Pi remains the owner of package installation, Skill discovery, Trust and persistence; resource management requests use the existing /openpi-setup conversation rather than a second installer or configuration store.

Acceptance:

• Read native configured packages without installation or extension execution, including disabled/missing/zero-resource entries and installed/configured versions.
• Separate saved native configuration from the active Session's resource catalog; show diagnostics and bounded-catalog omissions.
• Add consistent search, scope filters, source/scope forms, single-item actions and bulk actions limited to the shown entries. Keep drafts while switching sections and avoid optimistic installation claims.
• Explicit resource reload uses native Pi reload, requires the idle active Session and exact file identity, and rejects unresolved missing/version-mismatched packages.
• Verify desktop/mobile layout, shared light/dark themes, failure feedback, and the existing Models page.

Implementation and source-scoped validation will be linked here when ready. Network package installation and model compliance are separate from deterministic UI/runtime validation.
