Summary

add a lint-specific TypeScript config so ESLint can parse test files
fix existing lint errors from banned Object types, @ts-nocheck, and Prettier formatting
set the lint script warning budget to the current backlog so the command fails on errors without taking on all existing warnings in this PR

Validation

npm run lint
npm run build
npx jest src
