[dustman9000]

Bumps VERSION to 0.63.0 to test the new PR-based release automation added in ROSAENG-65404 (#946).

On merge, release-on-version-bump.yaml should:

• tag v0.63.0
• publish the GitHub release via goreleaser
• trigger the Fedora COPR build
