fix: contain git output and steady the release pipeline

• Git commands now write through the CLI output streams instead of the process streams, so test runs stay quiet and failures carry the git error message.
• The release verification job waits 15 minutes before starting and retries twice at 60s, replacing ten 30s attempts; docs/releasing.md documents the wait and its one-time environment setup.
• The setup guide no longer writes a cli version range into a generated .alignfirst.json; the field is presented as opt-in.
• Say work files instead of plans for the .plans container.
