Before you continue
What would you like to see?
For build environments without internet access other than Windows systems (for example, flatpak-builder), the current FetchContent-based fetching of dependencies is not ideal. It would be nice if most third-party dependencies, for example of Aurora for the native prebuilts, could be Git submodules with compatible commits already checked out. The Dolphin Emulator, for example, provides most of its vendored dependencies through submodules, which makes building the Flatpak much easier.
I wouldn't say providing them as submodules is high-priority, but it could improve downstream packaging.
Workarounds you've tried
The build can be configured to use -DFETCHCONTENT_FULLY_DISCONNECTED=ON, and the dependencies can be pre-populated. This seems to be a viable approach, with the only downside that downstream packagers would have to pin the correct versions themselves rather than the upstream project providing them.
