The first beta18 DSL artifact reached crates.io before
validate_arctic_page_sizelanded, so codegen beta18 cannot verify against it. Publish the completed DSL as beta.18.1 and require that floor from codegen and WorkTable. This keeps WorkTable/codegen at beta18, keeps caret requirements, and makes the registry package match the source API.
