@surbhat1595 why do we need to duplicate the ppg:common:deps curl package in ppg:common:deps:tarballs?

…alls Build curl 8.23.0 once in ppg:common:deps (RPM for EL/SUSE, new Debian packaging for Debian/Ubuntu) with the distro feature set, so every PPG package, the tarballs and the images use it. Versioned symbols (RPM) and a libcurl4t64 (>= 8.23.0) shlibs dependency (Debian) make PPG packages require it; staging 14-19, 16:tde and common:tools ship it through a shared _aggregate.
