ppg-server(-ha): add distro codename to deb release suffix - #200

The percona-ppg-server and percona-ppg-server-ha debian.dsc files lacked Debtransform-Release: 1, so OBS debtransform never appended the prjconf Release (<CI_CNT>.<B_CNT>.<codename>) to the version. Their debs were named e.g. percona-ppg-server-17_17.11-1_amd64.deb while every other package carries +N.M.trixie. Affects staging 14-18 via _shared. The

_shareddsc files (symlinked by staging 14-18).New versions become
1:<PG_VERSION>-1+N.M.<codename>, which sorts above the current1:<PG_VERSION>-1, so upgrades are unaffected. Releases mirrors pick it up at the next release cut.
