Add concurrency directive to workflows, so new code push will terminate ongoing executions.
Pin runners to Ubuntu 24.04 instead of ubuntu-latest.
Rename the format workflow to Check with a Format job, and run it on pushes to main only, like the other workflows. Rename the PGDG build job after its workflow.
Podman is preinstalled on the Ubuntu 24.04 runners, and build-rpm.sh calls it directly without reading CONTAINER_RUNTIME.

Instead of installing dependencies/building postgres in every workflow use pre-built images with everything included.
