Bumped makepad-packaging-action to v1.8.0 again, which was overriding our package name and app label for android APKs.
Strip the -release suffix from asset names, which i guess came from the packaging action.
Arch package now says "Project Robius" instead of "Unknown Packager"

Fixes our android package name and app label, which the action was overriding.

The pacman payload keeps its own name; the AUR package fetches it by that.

Renders docs/RELEASE_NOTES_<tag>.md, so i don't paste it in by hand anymore.

sudo drops the env, so it has to go through `env` on the same line.
