• Add a read-only pull-request job that starts the same action with both release and pull-request creation disabled. Real publishing remains gated behind the release or manual-republish events.
• Correct AGENTS.md to reflect this repository’s configured pre-1.0 policy: fixes and features bump patch, breaking changes bump minor.
• Validated the workflow with actionlint and explicit permissions/gating checks. The exact release-please 17.6.0 engine reproduced all three documented pre-1.0 rules and the standard post-1.0 rules.
