Added xaml support and upgrading to Turbo Module for windows #670
Description
We’re part of Microsoft’s React Native Windows team and would appreciate a review from the repo owners.
The New Architecture is available in React Native Windows starting with v0.76, and we’re working to ensure community modules remain compatible and can leverage the new features.
Please note that with the upcoming v0.82 release, the legacy (Paper) architecture will be deprecated.
Currently, picker uses the Native Module system. Turbo Module support has been implemented in this PR:

We would change the React native windows version as soon as 0.82 (ETA in a week)

PR is updated with 0.82 release version: #664
you can proceed and merge. The contributor who started the PR is no longer part of this project but @vineethkuttan a member of RNW squad has completed the version upgrade to 0.82!
We don't have access to change the PR title hence you will still see a stale DO NOT MERGE in title of the PR.

@Naturalclar can you please review the PR, it's updated with latest version (0.82).
