Context 스냅샷 PR을 만든 뒤 검증 실행을 dispatch하는 것만으로는 어떤 후보 커밋 조합이
실제로 통과했는지 PR에서 확인하기 어렵습니다. 완료된 검증과 실제 checkout SHA를
연결하고, 담당자가 변경 묶음의 의미상 영향을 검토한 뒤 수동 병합하도록 합니다.

API smoke/Web acceptance를 수행합니다. 규범 문서만 변경되거나 PR이 없는 경우에도 검사합니다.
대조합니다. 성공·실패·취소·시간 초과를 구분하고 증거 누락/불일치는 통과시키지 않습니다.
