feat(billing): top up, auto-recharge and payment methods (RUN-712) - #13

runcrate billing balance shows the floating balance, burn per hour and runway. New: billing topup <amount> (idempotency key printed so it can be re-sent to check the top-up; asks first unless --yes), billing auto-recharge [set|off], billing payment-methods. API client gains TopUp, GetAutoRecharge, SetAutoRecharge and ListPaymentMethods.

RUN-712: top-ups and auto-recharge by API (backend: aeonmindai/runcrate_app#422).
Adds top up (idempotency key made when none is given, reused on retries), auto-recharge read/set, read-only payment methods, and the balance runway fields (floating_balance_usd, burn_usd_per_hour, runway_hours), per the contract in runcrate_app docs/app/billing/api-top-ups.mdx. Ship after #422 is live. No version bump or release here.
