The
std::charmodule defines functions that could be instead associated methods of thechartype (e.g.,decode_utf16). Making them associated to thechartype allows to use directlychar::methodinstead ofstd::char::method. Similarly, thestd::char::MAXandstd::char::REPLACEMENT_CHARACTERcould also be associated constants (like done with integer constants in #68952).
