Replace the Docker image with a uv-installed Python package that scans workflow YAML, rewrites only uses: version tokens, and can open a force-with-lease pull request. Keep existing Action input names and the GHA_UPDATE_PR_NUMBER output so current workflows do not need to change.

CI sets GITHUB_BASE_REF, GITHUB_ACTIONS, and related variables, which overrode Configuration.base_branch and sent CLI logs to workflow commands instead of stderr.
The local hooks called `uv run`, which is not available on pre-commit.ci. Use ruff-pre-commit and mirrors-mypy instead so they install their own tools.
