[Feature]: Island secondary bubble toggle #1324
Description
Problem Statement
New app notifications show up in a secondary island instead of the main one. When there is no content in the main island, they show as two independent circles that are not really appealing.
Proposed Solution
Add a toggle to keep the current behaviour vs. toggling off the secondary island.
Alternatives Considered
Consider showing the secondary island only when the main one is "full" or has reached a determined width.

Medium - Would improve my experience

Is it Screen > Island > Notifications (Settings) > Notification queue (settings) > Queue inside the island?
If so, the app notifications keep showing up as a separate island when it shrinks after it contracts and there are no other notifications in the main one.
