[Bug]: Bluetooth and WiFi spam in Island #1358

Bug Description

Whenever I unlock my phone I get a saved but disconnected Bluetooth connected then disconnected inline notification in my Island. The device is a speaker which is actively listening for connections but which is not connected.

I think this was also happening on a road trip recently but with the name of my friend's phone which I have never connected to.

I think I also get the same with my WiFi connection.

I'm guessing this could be something to do with a sleep mode or state reporting when the screen is off. But I haven't got any evidence for this it's just a hunch as it always seems to happen immediately after the phone is unlocked.

Steps to Reproduce

1. Enable island
2. Enable Bluetooth and WiFi notifications
3. Turn off the screen
4. Unlock the screen

Expected Behavior

Disconnected devices don't get notifications
Continuously connected WiFi didn't get re-reported
