[Feature]: Island - keep notification until actively dismissed or clicked action/opened the remated app #1390

Problem Statement
Hey, first amazing job, the Island is just in beta but already better than 90% of the market.
Right now if you check a notification from the island without opening the app, clicking on an action button or dismissing it by a swipe, the notification still disappear from the island.
Proposed Solution
Would be nice to have an option to keep it in the island forever until there is an active action on it

I tried to reproduce and understand better. It could be a bug, but probably more of a feature.
When the Island disappear, for my case when notification panel is down (Duo appears) or when in full screen,
When it comes back the notification bubble is gone.
Behavior expected : regardless of the island disappear and appears again, notifications are kept in memory and accessible in the island or the bubble.
