Automatically emits a draft release every month (on the 1st)
This simplifies the work to release for this repository to simply verifying reproducible builds of the automatic release, writing up a release description, and signing the checksum file.
It bumps all the versions in the Cargo toml manifests, builds all the release artifacts and does platform signatures (macOS, Windows).
Works with secluso/mobile_client#108 and secluso/os#46 by automatically triggering its runs, and gets the sha256 checksum to be put into core's release checksum file.
