Add a PEP 735 dev group and lock test dependencies in pylock.dev.toml.

  • Install the lock through Nox with pip.
  • Cover CPython 3.10 to 3.15 and PyPy 3.11 on Linux, macOS, and Windows.
  • Select only wheels and forbid build-backend execution.
  • Use stable decision ordering and a seven-day release cooldown.

Pin pytest at 8.3.5 and use released cffi wheels.
