Move agent instructions to AGENTS.md - #458

AGENTS.md is the file that most AI coding agents read (Codex, Cursor, Copilot, Jules, Aider, Zed). CLAUDE.md now only imports it with @AGENTS.md, so Claude Code gets the same content.
