docs(mcp): document discovery and toolsets

Notes

Draft PR to track documentation for the MCP improvements stack while the platform PRs are still draft/in review. git diff --check passed. Local make spellcheck-local did not complete because pyspelling stayed stuck in the spellchecker process and was interrupted.
