Changes

This PR adds workflows to handle the release of sift_cli whenever we push tags that look like the following:

• rust/sift_cli/v*.*.*
• rust/sift_cli/v*.*.*-*

The workflow will generate binaries for the following platforms and automatically upload them to the release page, whereafter users will be able to install it with a handy cURL command:
