Changes

This PR adds workflows to handle the release of sift_cli whenever we push tags that look like the following:

  • sift_cli-v*

The workflow will generate binaries for the following platforms and automatically upload them to the release page, whereafter users will be able to install it with a handy cURL or powershell command:

targets = [
  "aarch64-apple-darwin",
  "x86_64-apple-darwin",
  "x86_64-pc-windows-msvc",
  "x86_64-unknown-linux-gnu",

  # Unfortunately we need openssl: https://github.com/axodotdev/cargo-dist/issues/786
  # "aarch64-unknown-linux-gnu",
]

This is modeled after https://github.com/tursodatabase/libsql/tree/main based on how they use cargo-dist.

Additionally, rust/Cargo.toml has been moved to the top-level directory as its more idiomatic and easier for cargo-dist to work with; it's also how libsql does it.

Lastly, some Parquet imports logic in the CLI was updated to also work for windows.
