rust(fix): show read tool payloads to the agent, not only next_step - #852

preview_rule, list_rule_versions, list_calculated_channel_versions and list_report_rule_summaries replaced their result content with the next_step sentence. Claude Code shows the model content, not structuredContent, so agents saw an annotation or row count but none of the data, and retried preview_rule expecting results. Add tool::common::read_result, which keeps the serialized JSON body in content after next_step, and use it in those four handlers. Document in CLAUDE.md when a read tool may replace content with next_step.
