PR #788 enabled standard OpenTelemetry declarative configuration. This PR integrates it with the Splunk distro. When OTEL_CONFIG_FILE is set, the distro avoids applying its environment-variable defaults, adds Splunk resource information, and reads the trace response header option from distribution.splunk.
Profiling and callgraphs remain environment-variable only for now. Later PRs will add their declarative configuration.
