Two commits addressing two separate referencing issues:

  1. Added a skip option. This is currently useful for datasets that are already referenced (such as the Michigan musicianship dataset). It could be needed in the future for other use cases.
  2. Fixed the case where average is provided, but the existing code turned all inputs into a list, meaning referencing would be provided ['average'] literally.

Addressed build failures by limiting actions to pushes and updating docker OS and python versions

This is getting in the way of processing a public dataset, so I'm going to merge it but be on the lookout for issues.
