serviceuptime: create the database's directory - #5277

TPD's default uptime DB is /var/lib/skywire/tpd/uptime.db, and in a fresh container that directory does not exist: every start logged "no such file or directory" and recorded no service uptime.

TPD's default uptime DB is
/var/lib/skywire/tpd/uptime.db; in a fresh container that directory does not exist, so every start on prod01 logged "no such file or directory" and recorded no service uptime. OpenStore now creates it.
