jordan-paddock-pitch is outside the fleet baseline #211

nightowlstudiollc/jordan-paddock-pitch (created 2026-10-14, public, Netlify site "jordan-paddock") was never brought onto the fleet baseline. Measured 2026-10-20:

1. No branch protection on main (GET .../branches/main/protection → 404) and no rulesets.
2. No .github/ directory: no standards-check caller, no dependabot-auto-merge, no dependabot.yml.
3. .claude/ not ignored — fixed in chore: ignore .claude/ nightowlstudiollc/jordan-paddock-pitch#1 under consistently ignore or track .claude in each repo #178.

Likely cause: the repo was not created from repo-template, so it got none of the template's files, and nothing checks a new repo against the W0 exemplar.

To decide:

• Bring it to the exemplar (standards-check caller + required, dependabot, protection like other NOS public sites), or mark it as a throwaway pitch that stays bare.
• Whether sites.json (site monitor) and claude-config copy-paths.conf (copy gate) should list it. The dev-env CI check from test(site-monitor): fail when a site has no copy-paths.conf entry #210 only compares the two files, so a site in neither is not caught.
• Whether a periodic check should flag fleet repos that lack protection or a standards-check caller (the digest already enumerates every repo).
