Add the evening update: the reusable semgrep-scan.yml, the no-red rule, and callers on six private NOS repos with the fixes each needed. Mark claude-config#750 closed as superseded and drop it from open decisions. Advances #166.
Turn three over-wide tables (token-failure signatures, deferred decisions, key references) into lists with the same wording, shorten the Fleet row of the layer table, and wrap the long line in the fleet-probe code block. STATUS.md now lints clean.
