docs(gate): add the text gate v3 design note and STATUS line - #230

The design note records Andrew's 2026-10-22 decisions, what shipped in claude-config, dotfiles and personify, the CI-only suite changes and the dev-env#224 revert, and what is still landing. STATUS.md gets a dated 2026-10-22 entry that points to it.

Gate v3 PR 5, dev-env part. Adds docs/superpowers/specs/2026-10-22-text-gate-v3.md, which records Andrew's 2026-10-22 decisions, what shipped, the CI-only suite changes with the #224 revert, and what is still landing. STATUS.md gets a dated 2026-10-22 entry pointing to it.
