Brings the 1.1.1 version bump from release/v1.1.1 back into development.

The diff here looks large because the runner commands (#119) were cherry-picked onto the release branch for the patch release, so GitHub lists them again. development already has them, and the content is identical, so the merge should only change the version numbers across the crates, lockfiles and packaging manifests.

Merge with a merge commit.

smb run runners list shows the Run fleet, and smb run runners tags <id>
<tag>... replaces a runner's tags. Both call the admin API, so they need
an admin user's login. run_runners_list and run_runner_tags_set expose the
same two operations over stdio MCP; the second carries the destructive
hint because it replaces the whole list.

Bumps the workspace and packaging versions from 1.1.0 to 1.1.1 across Cargo manifests, npm/nuget packages, Ruby gems, and MCP server manifests, and brings in the Run runner admin commands (run runners list and run runners tags) for the CLI and MCP, including docs and tool-count updates.

nit — The MCP tool accepts an empty tag list, which clears all of a runner's tags, but required = true here prevents the CLI from expressing that same operation.
