Update to aws-sdk-go-v2

As part of AWS announcing end of support for aws-sdk-go we need to update to aws-sdk-go-v2 before 31st of July 2025 https://aws.amazon.com/blogs/developer/announcing-end-of-support-for-aws-sdk-for-go-v1-on-july-31-2025/

I am going to leave this one as is for the moment - the SDK usage is very limited and I am almost certain none of the features are being used internally that would impact this. Will revisit if that changes.
